This is a toy meant for pet rats.It shows a safe ball chain and pulley combo complete with a toy that the rats cat pull up and down whenever they want.There is also a dinner bell which the rats can ring if they want to eat(assuming they know what it is for).This particular one is bought from a Montreal Pet shop.Picture Source: Google

This pet rat pulley toy functions properly.It should be really safe as it is used by rats and should not injure the rat when used.
